As a not-for-profit, member-owned credit union, we work hard every day to be your irreplaceable financial partner, and we're committed to offering you essential financial services and insights that help you manage your financial life effortlessly.

Unlike a traditional bank, First Tech is governed by a 100% volunteer Board of Directors comprised of First Tech members.

The Board of Directors governs the general direction and affairs of the credit union in accordance with our Bylaws. They also oversee the President and CEO who manages First Tech's day-to-day operations with the support of the  Executive Team.

Greg Mitchell

President & Chief Executive Officer


Greg has more than 30 years of community banking and financial institution experience and is deeply committed to serving our members and the community. Prior to joining First Tech, Greg served as President and CEO of First PacTrust Bancorp and PacTrust Bank from 2009 to 2012 and California National Bank from 2001 to 2009. In 1995, he founded the West Coast office of Hovde Financial — an investment banking, asset management and private equity firm. Greg has also held positions with the Department of the Treasury, working in both the Office of Thrift Supervision in San Francisco and the Office of the Secretary in Washington, D.C.

Greg is deeply passionate about making a material difference in the lives of others; especially through community engagement and helping others reach personal and professional levels of achievement. Throughout his career, he has served on the Board of Directors for several non-profit organizations including Operation Hope, the Everychild Foundation, Stone Soup Childcare, the Children’s Hunger Fund, the March of Dimes of Southern California and St. Vincent’s Meals on Wheels. He is also a retired Commissioned Officer from the United States Coast Guard Reserves where he served as a Search and Rescue coordinator. When Greg is not at the office or working in his community, you can find him on the Monterey Peninsula or working in his garden.

Phil Campbell

General Counsel


Phil is immensely proud to be part of such a progressive credit union, bringing over 30 years of experience to First Tech and working with financial institutions in both legal advisory and regulatory roles. Before joining our Executive Team, he served as General Counsel for Citizens Bank of Northern California. Prior to that, he was Chief Counsel to Wachovia Small Business Capital and the Western Regional Counsel of Small Business Banking for Wachovia/Wells Fargo. He was also a partner with a Sacramento, California regional law firm specializing in financial institution law.

In his career, he has worked closely with boards of directors and senior managers, providing counsel on various corporate governance, financial services, compliance, and regulatory matters. Phil is a graduate of the Northwestern School of Law of Lewis and Clark College and a member of the California and Oregon State Bar Associations. He also has a degree in Business Administration and Financial Management with Honors from the University of Montana. Phil is an avid sports enthusiast and a supporter of Habitat for Humanity, the Ronald MacDonald House at Stanford, Oregon Food Bank, and Northwest Medical Teams.

Marangal (Marito) Domingo

Chief Credit & Investment Officer


Marito is a finance industry veteran with more than 20 years of finance, investment and capital markets experience. Before joining First Tech, Marito served as the Executive Vice President, Chief Financial Officer and Treasurer of Irvine, California based First PacTrust Bancorp and PacTrust Bank. In addition, he acted as the Principal and Founder of Decision Advisors, providing business strategy and consulting services to banks and financial investors. In his previous positions, he worked closely with the Board of Directors and Risk Management Committees to provide business strategy and staff management. Marito received his Master’s Degree in Business Administration with an emphasis in finance from the University of Michigan, where he was a member of the honor society and graduated with distinction.

He is passionate about supporting STEM (science, technology, engineering and mathematics) education in his community and recently joined the Beaverton Education Foundation’s Board of Directors. In his spare time, Marito enjoys exploring new locale, immersing himself in the local culture and volunteering at the nearby soup kitchen.

Scott Jenner

Registered Representative, RJFS


Scott has long been an advocate of enriching members’ financial lives through education. As President/CEO of Addison Avenue Investment Services, the investment services division (ISD) of First Tech, he is committed to providing relevant and innovative financial solutions for our members.

Prior to coming to Addison Avenue Investment Services, Scott spent five years as Chief Operations Officer for the Golden 1 Credit Union’s Investment Services Division. His 30-year career also includes consulting and management positions at WesCorp, Resolution Trust Corporation, Great Western Financial Services and American Savings and Loan Association.

He was named Bank Investment Consultant magazine’s top program manager of 2015.* Scott currently serves on the Board of Directors for PROCU – Product Research Organization for Credit Unions, and Gateway Services Group (GSG). He is a strong believer in helping kids realize their potential and is heavily involved in leading youth sports in his community, which he believes is the perfect foundation for teaching kids life lessons.

* The magazine evaluated honorees on multiple factors combined into a weighted average, including total team assets under management, annual growth in team assets, annual increase in team production, average production per advisor and number of full-time advisors on the team directly overseen by the manager.

Monique Little

Chief People Officer


Monique is a career Human Resources professional who oversees First Tech’s HR, Employee Development, Internal Communications and Community Engagement functions. A financial services veteran, she was also Vice President and Senior HR Partner with Columbia Management, the nationally recognized asset management firm. Monique has a bachelor’s degree from Oregon State University and is a certified Human Resources Professional (Human Resources Certification Institute).

She’s actively involved in professional and community organizations, and is a past President of the Northwest Human Resource Management Association (NHRMA), past Director of the Oregon State SHRM Council, and Vice Chair of the TAO HR Professionals Group. Monique describes herself as a committed soccer mom, a lifelong travel enthusiast and a diehard Oregon State Beavers fan. When she’s not finding new ways to leverage the unique talents of First Tech employees, you can find Monique volunteering at her children’s schools or managing their youth sports group.

Hank Sigmon

Hank is a passionate credit union leader with an extensive background in finance, accounting, operational asset liability management and payments. When he’s not at the office, he’s committed to supporting early childhood literacy and proficiency-based education in his community. Hank actively serves on the boards of Start Making a Reader Today (SMART) and the Business Education Compact (BEC).  He also enjoys volunteering at the Oregon Community Food Bank and is involved with the Callahan and Associations Trust for Credit Unions.

Michael Upton

Chief Digital & Technology Officer


Mike is a finance industry veteran with a longstanding history of delivering innovative digital solutions to both the online and mobile banking worlds. As a longtime supporter of the credit union difference, joining First Tech was an exciting opportunity to return to his roots. In fact, his own relationship with First Tech began in 1993 when he joined as a member. He now sees his work within the organization as both an opportunity to deliver industry leading digital innovations and to serve the unique financial needs of his local community. With over 24 years of experience, Mike brings to First Tech the best practices of the world’s most innovative software companies and the operational excellence and discipline practiced by America’s largest financial institutions.

Prior to joining the credit union’s leadership team, he led the Enterprise Digital team at Capital One in Richmond, VA and was the Senior Vice President of Mobile/Online Banking and Consumer Payments at Bank of America in Charlotte, NC. In addition, Mike’s held numerous senior executive roles at several large software companies that service banks and credit unions across the United States. Mike is also a graduate of Oregon State University.

    Dotty Hayes

    Chairman; Chair, Executive Committee


    Dotty is the Chairman of the board and chairs the Executive Committee. She joined the Board in 2002, and has chaired the Finance and Enterprise Risk Committees. Her 30-year career included executive finance roles at leading technology companies including Hewlett-Packard, Agilent Technologies and Intuit, where she was Vice President of Internal Audit at the time of her retirement.

    Dotty also serves as the Finance Committee Chair for the Computer History Museum and the Silicon Valley chapter of the American Leadership Forum. She has sung with Schola Cantorum, a 90-voice chorus in the Silicon Valley, for over 15 years.

    Tony Backes

    Vice-Chairman


    Tony serves as Vice-Chairman and has served on the board since 2004. Tony retired from Microsoft in 2014 after serving as a Director in the Microsoft Law & Corporate Affairs Group. Prior to joining Microsoft, Tony served as CEO of Seattle Telco Credit Union. In addition to his duties on the First Tech Board, Tony is an advocate and supporter of KUOW Public Broadcasting and the Seattle Children’s Hospital.

    Jeff Hank

    Treasurer; Chair, Enterprise Risk Committee


    Jeff serves as Treasurer and acts as chair of the Enterprise Risk Committee. He joined the board in 2007. Jeff is a former Vice President, Corporate Controller and Chief Accounting Officer for Intuit, Inc. He has also worked as an Audit Partner for KPMG LLP and Arthur Anderson LLP.

    Jeff also serves as a Director and Chairman of the Audit Committee for Qualys, Inc., a cloud security company. He holds a Bachelor of Science degree in Business Administration from the University of California at Berkeley. Read Less..

    Craig Nordlund

    Secretary; Chair, Nominating and Governance Committee


    Craig joined the board of directors in 1985 and has served on the Finance, Investment, Nominating, Marketing and Human Resource Committees. He currently chairs the Nominating and Governance Committee and is a member of the First Tech’s Executive Committee.

    Craig retired from Agilent Technologies, Inc. in 2009, where he had served as Senior Vice President, General Counsel and Secretary. Prior to joining Agilent Technologies he served as Hewlett-Packard Company’s Associate General Counsel and Secretary managing its US General Legal Operations.

    Craig is a member of the board of trustees of Muskingum University in New Concord, OH, and serves on its Executive and Investment Committees. He has previously served as a board member for a variety of non-profit organizations.He holds a Bachelor of Arts degree in political science from Stanford University in Stanford, CA, and a Juris Doctor degree from Vanderbilt University in Nashville, TN.     Shola has served on the board since 2008. He is currently the Director of Product Management for Dell in Austin, TX. He previously worked for Microsoft, Amazon.com, and as a consultant in Seattle, WA.

    Shola is passionate about youth and social issues, especially in the minority and immigrant communities. He coaches his son’s soccer league and also volunteers on the audio/visual, technology and creative teams for his church.

    Margaret Arakawa

    Margaret Arakawa joined the board in 2016. She is the General Manager for Windows & Devices at Microsoft Corporation, responsible for managing the multi-billion dollar US Windows business and driving the adoption of WindowsPCs, tablets and phones.

    Margaret joined Microsoft in 1999 in the worldwide Windows group and gained increasingresponsibility for business strategy, product planning and product marketing in the Windows,Security & Access and Enterprise Server business groups.

    Prior to Microsoft, Margaret worked at Intel in their Mobile/Handheld Products Group and was an account director at CKS Partners where she managed internet strategy for retail,telecommunications and financial services. In a past life, Margaret worked for Bloomingdales in New York City as a buyer and merchandiser.

    Margaret holds a Bachelor of Science in Applied Economics from The Wharton School at the University of Pennsylvania and a Masters in Business Administration from the Kellogg School of Management.

    Kathy Farmer

    Kathy joined the board in 2000 and has served on the Human Resources and Nominating Committees. Currently the Senior Director of Global Benefits for Levi Strauss & Co., Kathy has led HR transformation teams across a number of major US companies, including Transamerica, Wells Fargo and Hewlett-Packard. Kathy’s ten year tenure at Hewlett-Packard spanned Human Resources positions in corporate, regional and business operations.

    Kathy is passionate about making a difference for children and families. She is an active volunteer and support of Raphael House, a San Francisco based shelter with a unique approach to help at-risk families achieve stable housing and financial independence. She also supports an elementary school in rural India and has contributed countless volunteer hours to local California schools.
    When not working, Kathy enjoys exotic locales or tending her backyard garden. She also enjoys cooking and exploring on her bicycle. Read Less..

    Tom Gifford

    Tom joined the board in 1987 after several years on the Supervisory Committee. He currently serves on the Enterprise Risk Committee and chairs the Supervisory Committee.

    Tom recently retired from a 35 year career in product management and marketing with technology companies such as Tektronix, Mentor Graphics and Symantec. He founded three companies and worked in a venture capital backed start-up. He earned a Master’s degree in Business Administration from Carnegie-Mellon University and a Bachelor’s degree in Physics and Economics from Amherst College.

    Tom is passionate about the value of education, and has established an ongoing scholarship and college application program benefitting his home town high school. He also serves on the board of Oregon’s Health CO-OP, a member driven, non-profit health plan delivering innovative health insurance to Oregonians.In his free time, you’ll find him with his camera photographing everything from aerial shots with a drone to underwater shots while scuba diving.     Greg joined the board in 2007 and currently chairs the Compensation & Benefits Committee.

    Greg was the Corporate Vice President with Compensation & Benefits at Advanced Micro Devices, and was responsible for designing and implementing the total rewards strategy, developing the workforce planning capabilities and implementing HR Shared Services across the global AMD footprint. Prior to joining AMD, he spent 12 years with Hewlett-Packard in a variety of senior leadership positions including Vice President of Global Operations for HP’s $1.5B Technology Consulting business and Vice President of Human Resources for the HP Technology Services Sales & Consulting organization.

    Mark Plastino

    Mark joined the board in 1996 and has served on the Supervisory, Investment, Finance and Nominating Committees. Mark has over 20 years of experience in corporate finance, accounting and lending. Before starting his career in corporate finance, Mark was a Loan Officer with First Interstate Bank and the US Small Business Administration. He is currently the Director of Finance for application development and cloud businessesat Hewlett Packard, where he has worked since 2002.

    John has served on the board of directors since 1984, and has served as Chairman since 1987. John retired from Hewlett-Packard/Agilent as the General Manager/Senior Director and has been an active member of the credit union for more than 40 years. Tom has a long and respected history in the financial services industry. He has served on numerous committees and boards of directors within the industry.     Carolyn Strong

    Carolyn joined the board in 1984 and served as Chairman of the Board for 25 years.

    Recently retired, Carolyn's career is marked by a passion for effective information design and presentation. She worked in special education with the Beaverton School District, providing instructional support for students with autism. She also taught graduate students about information design as an adjunct professor with the University of Oregon and was Director of Worldwide Customer Communications at Tektronix.

    Carolyn volunteers for a local hospice organization. She is taking online classes on a wide variety of topics and is working to become fluent in Spanish. She enjoys growing roses and collects Coca-Cola memorabilia that illustrates the history of advertising and brand management. Read Less..

      As a member-owned institution, we take the management of your money very seriously. That's why we believe it's important for you to know how your credit union is performing.

      Our federal regulator, the National Credit Union Administration (NCUA), has rated First Tech among the safest credit unions in the country, and under NCUA regulations, we're considered a well-capitalized institution. Plus, we regularly have an outside firm audit our financials to ensure accuracy and accountability.
